My name is Eldon James Brown and I am forty nine years old (49). I have resided at the All Star Hotel, 2791 16th Street, room #59 for eleven years, seven months and eleven days (see exhibit 001). My monthly rental obligation is five hundred dollars ($500.00) per month, which I have never failed to pay. I am a retired Commercial Driver receiving Social Security and continue to maintain a California Commercial Drivers License featuring numerous endorsements, currently valid until 2020 (see exhibit 002). In addition, I also possess a 2016 Department Of Transportation Physician’s Certification of health (physical) which is valid until 2018.
I have recently requested and received from hotel management, explicit and exclusive written permission to legally open carry both a knife and a sword simultaneously, within any area of the hotel where tenants are allowed (see exhibit 003). I have done so for religious purposes (see exhibit 004) and without incident for the past five years, the sword being a recent addition to better comply with Luke 22:36 (KJV Christian Holy Bible).
I have unsuccessfully attempted to peacefully co-exist with defendant Mr. Paul Grayson numerous times in the past, even attempted to minister to him, only to be mocked and abused. Finally, I requested that Mr. Grayson have no further contact with me (see exhibit 005). I am not alone in this sentiment as the San Francisco Superior Court has found it necessary to restrain Mr. Grayson’s bullying behavior on two previous occasions in the past, both cases involving his neighbors (see exhibits 006 & 007). Two different tenants of the All Star Hotel have successfully obtained overlapping three year restraining orders against him;

Not only has Mr. Grayson’s incorrigible behavior victimized his neighbors, Mr. Grayson has also burdened the court through abuse of process, filing frivolous retaliatory actions devoid of merit (see exhibit 008). Mr. Grayson filed forms for a protective order against one of the aforementioned neighbors immediately after that neighbor requested a hearing concerning him. Mr. Grayson’s retaliatory and frivolous filing was dismissed without hearing, of course.

Mr. Grayson has also previously filed unmerited and retaliatory protective actions against both myself and the aforementioned neighbor, not even bothering to show up for his own hearing (see exhibits 009 & 010);

Mr. Grayson failed to show up for both of these, his own granted initial hearings, wasting valuable court time and resources. Both cases were summarily dismissed.
Mr. Grayson has displayed a wanton lack of respect for both his fellow neighbors as well as the judicial and legal processes.
Defendant Mr. Paul Grayson has violated my request that he not speak to nor contact me in any way numerous times hence. All Star Hotel Case Management acted upon my request that Mr. Grayson not contact me, dated July 07, 2016, by speaking with him and making my wishes known to him (see exhibit 005). That very same evening, Mr. Grayson attempted to converse with me about my no contact request. Consequently, Mr. Grayson’s unwanted contact continued, eventually escalating in an aggressive attempt to deprive me of my personal property (see exhibit 011) followed by threats of violence: “I bet if the police were here he would put that (knife) away or they would arrest him (speaking to another tenant). A lot of people in here have guns, he’s bringing a knife to a gun fight…”. Mr. Grayson said this in reference to my legal open carry of a sword while we were standing in front of the hotel and I was opening the front door for fellow tenants. I have open carried for religious reasons, self defense and the protection of others, for the past five years without criminal incident.
Mr. Grayson either called himself, or instructed someone else to call, the San Francisco Police Department on September 23, 2016 at approximately 1830 hours and falsely accused me of illegally possessing both my knife and sword. Two SFPD Officers responded, spoke with me and confirmed that I was in complete compliance with both state and city law while exercising my right to open carry. The Officers then explained as much to Mr. Grayson, whom by this time was loudly inquiring of them and very crassly hanging half out of the community room window. Both Officers left me to peacefully continue issuing no citation, nor taking into custody neither myself nor my knife nor sword. Shortly before the two Officers departed, Officer Freeman Star #1567 encouraged me to follow through with my efforts to obtain a restraining order against Mr. Grayson and provided me with a Computer Aided Dispatch number upon my request (CAD # 162673322) (see exhibit 012 & 013).
As to Mr. Dale Merkle’s declaration (see exhibit 014), written upon an unpublished tenant complaint form (so as to deceptively appear to be a legitimate business record), all I can say is that I would sue for libel were his fabrication outside the realm of public record and ergo immune. Mr. Merkle personally admitted to me that he had not first submitted the tenant complaint form his declaration is written upon to hotel management (as is required to be a legitimate tenant complaint) before giving it to Mr. Paul Grayson to submit into evidence as an authentic business record. There is no hotel staff signature anywhere upon its face signifying that it was received by any staff, as my completed and legitimate example does show (see exhibit). Were Mr. Merkles tenant complaint about me concerning my legal knife carry legitimate, our hotel manager would have signed the original complaint as received in addition to the staff member whom received it and provided a copy of it along with his response containing an official letterhead. Mr. Merkle would have you believe it to be an authentic business record when it is not, simply a declaration and reflection of his lack of credibility. The only truth contained within it’s construction is that I do indeed practice legal open carry of a knife within the hotel, for which I have not only management’s explicit but exclusive written permission to do freely (see exhibit 003). Should Mr. Merkle fail to authenticate his declaration by responding to subpoena as a hostile witness (if so granted), I will ask the document be striken from the record as heresay
I have never threatened any tenant with my knife nor any other tool (such as a screwdriver) and am confident that no tenant complaints exist prior to this action, save Mr. Merkle’s unpublished false one. For various reasons left unmentioned, Mr. Merkle is renowned for being a fast friend of Mr. Grayson’s and may therefore be considered cognitively biased.
The tenant petition naming me as it’s subject is also compromised with bias and purely retaliatory. Eight of the eleven petition signers were listed prior in my complaint to hotel management that expressed my desire to have no further contact with them. My complaint concerning eight of the petitioners was submitted to management previous to their authorship and signing of their tenant petition. Each were individually spoken to by management regarding my request and I suppose that my rejection inspired both hurt feelings and bruised egos. Their tenant petition is nothing more than a vindictive retaliation and wholly without merit. As to the claims asserted within it, I cannot be held responsible for the erroneous perceptions of others, only my own willful behavior and intent. I am unaware that the petitioner’s tenant petition was ever submitted to either hotel or case management although, my hotel manager did seem to be aware of it. During a private discussion in his office, my hotel manager warned me that “They are forming an army against you.” I took his warning to imply a conspiratorial cabal.
One hapless petitioner had only spoken to me once prior to his signing of the petition and was both friendly and cordial at the time of our verbal exchange. We didn’t even know each other’s names. When I later laughingly queried him concerning his signing of the petition, he told me that the other petitioners had accosted him en masse at his front door while he was still groggy from having been sound asleep, adamant that he contribute his signature as well (peer pressure of someone not fully conscious). He then offered his apologies to me which I wholeheartedly accepted in Christian spirit, shook hands and departed with him saying “We’re cool”. The remaining two neighbors who signed the petition, I am at a loss to explain since we were friendly prior. Substance abuse may play a role as it is epidemic in the building, the promise of a Marijuana Cigarette or a can of Malt Liquor perhaps? Obviously they have nothing to fear from falsely impugning my reputation and character. I will nevertheless respect their wishes and make no attempts to contact them in any way henceforth. I respect the autonomy of individuals who are of no actual threat to me and wish to be left alone, they may do as they please unfettered.
In conclusion, I feel both physically threatened and seriously annoyed by Mr. Grayson’s repeated violations of my no contact request, not to mention his verbal threats of violence. It is obvious that, based upon past court orders and anecdotal behavioral observations, Paul;
* lacks self control
* revels in interpersonal conflict and
* displays no respect for the sanctity of others
In my lay opinion, Mr. Grayson is a Grandiose Narcissist, afflicted with Anti-Social Personality Disorder and in dire need of psychological/psychiatric treatment. Nothing good ever comes from one whose only consideration is of, and for, the self.
