As of November 4th, the 2nd letter has been attempted twice in one day, once during lunch hour and once after business hours. I went to the USPS website and ordered a reschedule (confusing and laborious process). I then called the next day and USPS Customer Service showed no record of my web based reschedule for delivery. She then scheduled me and gave me a confirmation number, something the USPS website did not provide. She said that without this number, I would have no proof. Way to go USPS!
